Elected Officials

The City of Anna Maria has a commission form of government. A Mayor and five Commissioners are elected to two-year terms. Two Commissioners are elected in even numbered years and the remaining three Commissioners are elected in odd numbered years. The Mayor is not a voting member of the Commission.

The Commission’s monthly work sessions convene at 7 PM on the second Thursday of each month.  The Commission's regular monthly meeting is on the fourth Thursday at Anna Maria City Hall.

Fran Barford, Mayor

Fran served 8 years as a Temple Terrace City Council Member from 1990 to 1998 and Mayor from 1998 to 2004.  During her years of service she also served on the MPO, Council of Governments, Regional Planning Council, and many other municipal and governmental committees.

Fran is a graduate of the University of Illinois with a degree in Occupational Therapy and practiced privately and with the VA for 30 years in Florida.

Retaining the residential importance of Anna Maria Island while recognizing that successful communities need a successful commercial base were campaign issues to Mayor Fran Barford.  Understanding these important issues and insuring our city has a customer friendly approach to our residents are essential components to making this city the best it can be.

Fran is married to George Barford, a labor attorney, and has 3 grown children.

Jo Ann Mattick, Commissioner

Commissioner Mattick is from Cincinnati, Ohio, having moved to Anna Maria in 2001 following a 40 year career in the health care field. She is dedicated to making decisions in a fair, objective and informed manner. Her goal is to encourage more residents to participate in city government so that decisions made by the Commission will be a true representation of the wishes of the majority of the residents. She welcomes your input via phone or E-mail regarding issues that concern you as an individual or the city as a whole. "Your Opinion Matters" to her.

John Quam, Commission Chairperson

Commissioner Quam holds a bachelors degree in Business Management from Fairleigh Dickenson University. He retired to Anna Maria in 1997 from New Jersey, after a 35 year career at BASF Corp, where he held managerial positions in marketing and logistics. He and wife, Birgit, have two children and two grandchildren.

Christine Tollette, Commissioner

Commissioner Christine Tollette, a resident for the the past 3 years, has been coming with her family to Anna Maria since 1992. Prior to '92 she was a Vice President for C&S Trust Company in Naples, Florida. She also worked for several years for Northwestern Mutual Life and a large insurance agency in Wisconsin as a group insurance specialist.

Besides her business career, Tollette has spent 20 years as a child advocate. Most recently seven years on the Board of The Children's Home in Tampa and four years as Guardian Ad Litem for Hillsborough County's 13th Judicial system.

Currently, she is providing seminars entitled Life Planning for Women which help women understand and organize their financial lives.

Her family includes her husband, Tom and their five grown children and four wonderful grandchildren.

Commissioner DuLaurence (Duke) Miller

A full-time resident since 2001, Duke Miller has been coming to Anna Maria since 1957. He grew up in Lakeland, and his family had a second home here.

Duke Miller served several years in the military, including a tour of duty in Vietnam, where he earned a joint service commendation medal as well as an Army commendation medal.  He then worked as an advertising and marketing executive, and later formed his own computer consulting company, before retiring to the Island.

Duke Miller has a bachelor's degree from the University of Florida.  He has served as the chairman of the city's code enforcement board and is a founding member of the Anna Maria Residential Community Association.

Commissioner Dale Woodland

Dale Woodland is a long time resident of the city of Anna Maria who has been active in City government by serving on various boards and committees over the years.
